English version – 2019 European Parliament election

The elections to the European Parliament will be held on Sunday 26th May 2019. Altogether, we will elect 52 out of the total number of 705 MEPs. We have launched a special election website where you will find all necessary information about participation in the voting, candidates, electoral committees or the organisation of the EP election.

The website contains, among others, practical information concerning the rules of voting, inclusion on the list of voters, voting by foreigners in Wroclaw, voting outside your place of permanent residence, the location of our polling stations and the list of candidates whom you can vote.

Who is allowed to vote?

Non-Polish European Union citizens who have been entered in the permanent register of voters kept by the commune are allowed to stand for and vote in the elections to the European Parliament in the Republic of Poland. Voting is allowed also on the basis of a certificate of the right to vote.

In the 2019 election, voters in Poland will elect 52 Members of the European Parliament (MEPs), i.e., one more member than in the 2014 election.

How to cast a valid vote

You are allowed to vote only for one list of candidates by putting an “X” (at least two lines crossing within the box) in the box on the left side of the name of one candidate from this list, thus indicating his priority to gain the mandate.

Invalid votes

Your vote will be invalid if:

  • you put an “X” in boxes beside names of candidates included on more than one list,
  • you do not put an “X” in any box;
  • you put an “X” only in the box beside the name of a candidate from a list invalidated by the district electoral commission.

Any voting cards that have not been officially approved or do not bear the stamp of the precinct electoral commission.

Voting by foreigners in Poland

A non-Polish EU citizen is entered in the register of voters when he/she submits an application to the Wroclaw City Office, provided that he/she has a permanent place of residence in Wroclaw.

The following data must be stated in the application:

  • surname and first names,
  • father's name,
  • date of birth,
  • passport number or the name and number of another identity document,
  • the voter’s address of residence – if applicable, registered address of permanent residence (last registered address of permanent residence in Poland).

The application must be submitted along with:

  • a photocopy of the applicant’s valid identity document,
  • a written declaration in which the applicant states his/her nationality and address of permanent residence in Wroclaw.

Documents not prepared in Polish are to be submitted along with a translation into Polish made by a sworn translator.

A non-Polish EU citizen entered in the register of voters in Poland is not entitled to vote in European Parliament elections pursuant to legal provisions of another EU state, including the country of his/her origin.

Applications are received on behalf of the City Mayor by the Citizen Affairs Department, Population Registration Department – Register of Voters at ul. G. Zapolskiej 4, rooms 221, 222 and 223, from 8:00 a.m. till 3:15 p.m.

You may also submit your application to one of the following Inhabitant Service Centres:

  • COM I at ul. G. Zapolska 4 from 8:00 a.m. till 5:15 p.m.,
  • COM II at pl. Nowy Targ 1-8 from 8:00 a.m. till 5:15 p.m.,
  • COM IV at al. M. Kromera 44 from 8:00 a.m. till 3:15 p.m.,

The active right to vote, i.e., the right to participate in the voting in European Parliament elections, is available to any non-Polish EU citizen residing permanently in Poland and entered in the register of voters who:

  • turns 18 years’ old not later than on the voting day,
  • has not been deprived of public rights by a valid court decision,
  • has not been incapacitated by a valid court decision (Article 10 § 1 item 2 and § 2 of the Electoral Code).

A voter is included on the list of voters. Each voter may be included on one list of voters only.

Conditions of participation in the voting

Voting in Poland in the place of permanent residence

A voter entered in the register of voters in Wroclaw will be routinely included on the list of voters in Poland.

Voting in Poland outside the place of permanent residence

Voting in the place of temporary residence upon inclusion on the list of voters at the voter’s request.

A voter entered in the register of voters who temporarily stays outside the place of his/her registration may vote in the place of his/her temporary registration if he/she submits a written application for inclusion on the list of voters.

The application must contain the following data:

The application must be filed in Wroclaw not later than by 21st May 2019. A voter included on the list of voters at his/her own request will be routinely deleted from the list of voters in the place of his/her permanent residence (he/she will not be allowed to vote there any more).

Voting on the basis of a certificate of the right to vote

Any voter entered in the register of voters who intends to change the place of his/her residence before the election day may receive a certificate of the right to vote. On the basis of such a certificate, he/she may vote in any voting precinct in Poland, abroad or on a Polish seagoing ship.

The application for a certificate of the right to vote in Wroclaw may be submitted by voters to be included in the list of voters not later than by 24th May 2019. The application may be submitted in writing, by telefax or electronically.

A voter to whom a certificate of the right to vote has been issued will be routinely deleted from the list of voters in Wroclaw.

The voter must take special care to avoid losing his/her certificate of the right to vote. In the case of its loss, irrespective of the reason, the voter will not be allowed to receive another certificate and to vote in the precinct relevant to the place of his/her permanent residence.

Certificates of the right to vote are issued by Inhabitant Service Centres.
