‘There is no legal provision under which walking in the streets without a shirt would be prohibited,’ explains Jarosław Janik from the Wroclaw City Guard. ‘However, if anyone feels insulted by the appearance or behaviour of a barely dressed person and reports such fact to us, we can take actions due to the breach of the law through an immoral incident,’ adds the officer.
And what does the police have to say? ‘Each situation like this must be handled individually,’ stresses Kamil Rynkiewicz, Deputy Commissioner from the press office of the Provincial Police Headquarters in Wroclaw. ‘When such a case is reported, the caller must describe a given situation; only when the committing of an immoral act classified as an offence in the Polish Code of Offences is really suspected, does the police make an intervention,’ adds Rynkiewicz.
This may be punished with a fine of up to 500 PLN, or the case may be referred to a court.
So, if a hot weather forces us to take our shirt off, we must reckon with the fact that the sight of a bare torso may cause trouble to us. ‘However, I don’t remember if we have ever punished anyone for walking without a shirt,’ stresses Jarosław Janik. And what do you think of walking without a shirt in public places?
