Persons leaving for Germany have to undergo a 14-day quarantine or to report the address of their stay to the local health office and to have the negative result of the coronavirus test performed within 48 hours before arrival in Germany. Failure to comply with these rules may be punished with a heavy fine.
The restrictions do not apply to persons going through Germany in transit without stopping in its territory for a longer time.
Polish temporary workers and frontier workers
In some federal states, workers crossing the border and commuting to work are exempt from the obligation to undergo the test and the quarantine. Before departure, such a person should contact his or her employer and find out if the regulations of the federal state specify the exemption from the obligation to undergo the test and the quarantine and if any certificate from the employer is required.

Saxony
Saxony – the federal state bordered by Lower Silesia – has tightened the regulations concerning the quarantine for persons crossing the border and suspended local border traffic with Poland and Czech Republic.
From 17th November, arriving in Saxony without the obligatory quarantine will be allowed only for a 12-hour period; however, the reasons for crossing the border have to be justified. Trips for the purpose of private (not professional) participation in a cultural or sports event or any other ceremonies and for the purpose of shopping will not be exempt from the quarantine obligation.
Arriving in this federal state is allowed only for professional, social or medical reasons.
