WBO 2022: call for projects starts on 17th January

Bigger budget, no restrictions for municipal projects and higher maximum amounts per project. These are the most important changes in Wroclaw Citizens’ Budget (WBO) in 2022. The call for projects starts on 17th January.

10th anniversary edition

The first voting under the citizens’ budget program was held in Wroclaw in June 2013. Altogether, 432 projects have been selected for implementation since then. The year 2017 was exceptional in the history of the program. During that year, two editions of WBO instead of one took place: apart from traditional voting, Green WBO was held. Until now, the total value of investments selected for implementation under the WBO program has exceeded 195 million PLN.

30 million PLN for WBO projects in 2022

The WBO 2022 budget amounts to 30 million PLN, which is 5 million PLN more than in previous years. Out of this amount, 21 million PLN will be spent on municipal projects and 9 million PLN will be spent on housing estate projects.

Thresholds on amounts are also changed to make the implementation of more expensive projects possible. The maximum value of a municipal project is currently 3 million PLN (formerly 2 million PLN). Housing estate projects may be worth up to 1 million PLN (formerly 750,000 PLN).

Another major change is that municipal projects are not restricted to green, sports/leisure and sustainable mobility topics. In this edition, municipal projects may refer to any kind of investment.

Projects adapted to the needs of persons with disabilities

‘Each WBO project must also be adapted to the needs of persons with disabilities. We are obliged to use the rules of universal design. We cannot submit projects that are by definition unavailable to persons with special needs,’ says Sebastian Wolszczak, the deputy director of the Department of Social Participation.

Calendar of WBO 2022: check the most important dates

  • submission of projects: 17 Jan. – 14 Feb. 2022;
  • 1st stage of project evaluation: 17 Jan. – 31 May 2022;
  • publication of the results of the 1st stage of project evaluation: 1 Jun. 2022;
  • project consultations: 1 Jun. – 4 Jul. 2022;
  • 2nd stage of project evaluation: 5 Jul. – 22 Aug. 2022;
  • publication of the results of the 2nd stage project evaluation: 23 Aug. 2022;
  • time-limit for making appeals: 23 Aug. – 30 Aug. 2022;
  • publication of the list of projects evaluated positively after appeals: immediately upon consideration of all appeals, if any;
  • publication of the final list of projects to be voted: upon lapse of the fourth day from the publication of the list of projects evaluated positively after appeals;
  • voting for WBO 2022 projects: 23 Sep. – 10 Oct. 2022.
