Real property owners will have to segregate waste according to five categories:
- unsegregated (mixed) waste,
- paper,
- plastics, metals and packaging waste composed of many materials,
- glass,
- biowaste.
Multifamily buildings
Depending on the quantity of space per inhabitant and the type of building development, the fee will amount to:
Multifamily buildings (tenement house, block of flats)
- 1.20 PLN/sq.m. – if there are up to 27 sq.m. per occupant,
- 25.50 PLN per person – if there are more than 27 sq.m. per occupant.
In the case of real property developed with a building containing no more than 4 living premises:
- 1.30 PLN/sq.m. – if there are up to 27 sq.m. per occupant,
- 29.50 PLN per person – if there are more than 27 sq.m. per occupant.
Detached buildings
Detached houses and buildings with up to 4 apartments:
- 1.30 PLN/sq.m. – if there are up to 27 sq.m. per occupant (currently 0.95 PLN/sq.m.).
- 29.50 PLN per person – if there are more than 27 sq.m. per occupant (currently 22 PLN).
Uninhabited real properties
For uninhabited real properties, rates for a specific container/bag have been adopted in the amount allowed by the Act on the maintenance of cleanliness and order in communes, i.e.:
- 80-litre bag – 12.12 PLN;
- 120-litre bag – 18.19 PLN;
- 06 m³ container – 3.17 PLN;
- 08 m³ container – 4.23 PLN;
- 12 m³ container – 6.34 PLN;
- 24 m³ container – 12.69 PLN;
- 36 m³ container – 19.04 PLN;
- 66 m³ container – 34.92 PLN;
- 10 m³ container – 58.20 PLN;
- 00 m³ container – 370.41 PLN;
- 00 m³ container – 529.16 PLN;
- 00 m³ container – 846.66 PLN.
“Mixed” real properties
Owners of “mixed” real properties, i.e., partly inhabited and partly uninhabited properties (e.g. detached houses with separate non-residential premises where business activity is conducted and blocks containing apartments and non-residential premises) are compulsorily covered by the commune’s municipal waste management system, which puts them under an obligation to segregate waste.
In this case, a mixed fee charging system is applied – respectively for inhabited parts (multifamily buildings) and uninhabited parts.

Declarations
Owners of inhabited real properties who declared the segregation of waste before the adoption of new resolutions will be notified about the new amount of the fee and are not required to submit new declaration.
Owners of inhabited real properties who have not segregated waste so far are required to submit new declarations as of 1st September 2020 specifying the rate of the fee valid for selective waste collection.
Declarations and other required documents may be submitted:
by post to: Urząd Miejski Wrocławia [Wroclaw City Office], Centrum Obsługi Podatnika [Taxpayer Service Centre], ul. Kotlarska 41, 50-151 Wrocław,
personally to the Taxpayer Service Centre at ul. Kotlarska 41 and at ul. G. Zapolskiej 4 (in the customer service room no. 3, desk 16).
Penalties
If a real property owner does not comply with the obligation to segregate waste, the rates of the higher fee for municipal waste management will be twice the amount of the fee determined for selective waste collection.
Multifamily buildings:
- per each inhabitant of the real property concerned: 51.00 PLN,
- per square metre of the area of living premises: 2.40 PLN
In the case of real property developed with a building containing no more than 4 living premises:
- per each inhabitant of the real property concerned: 59.00 PLN,
- per square metre of the area of living premises: 2.60 PLN
