  3. How foreigners can obtain a PESEL number

Mainly from Ukraine and Belarus, but also from Italy, India, Brazil, Cuba and Kenya – almost 350 children of various nationalities took part in last year's recruitments for Wroclaw kindergartens, primary and secondary schools. To make recruitment easier for these children, their parents should obtain a PESEL (Polish Resident Identification) number for them.

Remember the deadlines

The first stage of recruitment for primary schools has begun and will last until 22nd February, and the second stage will encompass the period from 10th till 14th March.  If you want to know in which stage you should take part, read the article at the bottom of the page. Children may be registered for kindergartens from 23rd till 30th March. In the case of secondary schools, candidates may file recruitment applications from 16th May till 20th June – this applies to classes without an additional recruitment procedure.

E-recruitment

This year’s recruitment for primary schools and kindergartens is fully electronic for the first time. For parents, this means that they may file a recruitment application online by signing it through the Trusted Profile.

Children arriving in Wroclaw who are foreigners may also be registered by their parents in the e-recruitment system at: rekrutacje.edu.wroclaw.pl.

However, in order to do this, the mother or father should obtain a PESEL number and then set up a Trusted Profile/e-PUAP for the child.

Fill in the application form

If you are a foreigner and register in Poland for a stay longer than 30 days, you will automatically receive a PESEL number. If such possibility is not available to you, you will have to file an application. You will find the application for a PESEL number in the Wroclaw City Office or online at: l.wroclaw.pl/wniosek-pesel at the end of the website in the link ‘Application for a PESEL number’.

Attach a photocopy of the document that will confirm your identity and data entered in the form. Remember that you can file the application personally, or a representative can do this on your behalf. In the office, you will learn how to arrange this matter through a representative. You can obtain a PESEL number free of charge. The clerk will receive your application in the following locations from Monday till Friday from 8:00 a.m. till 5:15 p.m.:

  • COM I (Inhabitant Service Centre no. 1), ul. Zapolskiej 4, counters 3–15
  • COM II, Plac Nowy Targ 1–8, counters 1–8, 8:00 a.m. – 3:15 p.m.
  • COM IV, Al. Kromera 44, counters 3–5.

If there is a reasonable basis for granting a PESEL number, such as a work permit, you will be notified about the assignment of a PESEL number.

Paper version also allowed

If you do not get your PESEL number on time, you can always submit an application to the selected school in a traditional way by filling in the paper form.
