The Food Capitals by Délice Network is a French membership-based non-profit organization. The Association is constituted of Municipalities from all over the world. Its members are public, private, or public-private organizations representing a local authority. Délice Network is a tool for cities worldwide that consider food and gastronomy as a boost for urban economic development and city attractiveness.
The member cities of the network all believe that thanks to their heritage and strong gastronomic culture or their strong food strategy, they can gain impact in terms of city attractiveness, economic development, employment, and general well-being.
Wrocław is a Member of the Executive Committee of the Délice Network
The Food Capitals by Délice Network General Assembly comprises all the city members and meets at least once a year to review the actions and finances of the organisation. The General Assembly elects the Executive Committee members for a three-year mandate. The Executive Committee acts as the running body of the organization. It defines the strategic line of the Network, controls the activities and results, and keeps the Association's finances under continuous review. The seven Executive Committee members are member city representatives.
The current leadership team held its first official meeting on June 3, 2025, in Lyon during the network’s Annual General Meeting, marking the start of its mandate to guide the network’s continued growth and collaboration activities. The 2025–2028 Executive Committee is composed of the following representatives from member cities:
- President: Tucson, Arizona, USA - represented by J. Felipe Garcia, CEO and President of VisitTucson
- Vice President: Malmö, Sweden - represented by Karen Tingstedt, Project Manager, Hospitality Department, City of Malmö
- Treasurer: Cali, Colombia - represented by Catalina Sterling, Executive Director of Cali Valle Bureau, City of Cali
- Secretary: Lyon, France - represented by Gautier Chapuis, Deputy Mayor of the City of Lyon
- Ordinary Members:
- Montreal, Canada - represented by Manuela Goya, Vice President of Destination Development and Public Affairs, Tourisme Montréal
- Stavanger, Norway - represented by Anne Woie, Head of Economic Development and International Affairs, City of Stavanger
- Wrocław, Poland - represented by Jakub Mazur, Deputy Mayor, City of Wrocław
While most of the Executive Committee representatives have been re-elected from the previous mandate, the City of Wrocław is the new member of the board— bringing new perspectives and fresh ideas for the future.
Jakub Mazur, Deputy Mayor of Wrocław and a panelist in the AGM roundtable “Food Policies for the Future of Cities,” shared his enthusiasm about joining the Executive Committee:

Sharing Wrocław’s food scene journey and food policies, and connecting with so many committed cities, reminded me of the unique power of this network. I look forward to working closely with the ExCom and the Food Capitals team to turn our shared ideas into real, tangible action.”
Cities That Care
The General Assembly of the Délice Network took place concurrently with Lyon's "Food Week." During a special conference, Lyon's Deputy Mayor, Gautier Chapuis, presented a Call to Action, inviting city representatives to join forces in promoting healthy, sustainable, and local food systems and to place nutritional education at the center of public policies.
On behalf of Wrocław, the document was signed by Małgorzata Golak, Director of the Economic Development Office:
“Wrocław is a conscious and responsible city, which is why we strive to focus our efforts on supporting and promoting local entrepreneurs and products. Our initiatives, such as the Gastro Academy, the Love Wrocław Markets Campaign, From the Field to the Wrocław Table project, and the activities of the Wrocław Gastronomy Council, are confirmation and examples of good practices that align with the assumptions presented in the document.”
What Délice offers in practice
Throughout Network projects, city members (and entrepreneurs from the cities) can participate in international collaborative projects, such as study tours for chefs and restaurant owners, gastronomy congresses, working groups, chefs pairing, external funding projects (e.g., EU funding), and digital meetings.
