Passage permit for non-standard vehicles

The Road Traffic Act of 20 June 1997 (consolidated text), which introduces 7 passage permits for non-standard vehicles and sets the conditions for particular permits to be issued by competent authorities, i.e.: the starost, the General Directorate of Domestic Roads and Motorways (Generalna Dyrekcja Dróg Krajowych i Autostrad), the head of the customs office, the road authority and the president of a city with county rights.

Ordinance of the Minister of Transport, Construction and Maritime Economy of 22 June 2012 concerning passage permits for non-standard vehicles (Journal of Laws of 5 July 2012) on the manners and procedures for issuing permits, conditions for determining passage routes and criteria for establishing passage conditions for non-standard vehicles and samples of permits and relevant documents.

Under the Road Traffic Act, non-standard vehicles may travel subject to a passage permit for a non-standard vehicle of a relevant category issued by way of an administrative decision by a competent authority.

The Wroclaw Municipal Office (Urząd Miejski Wrocławia), Urban Engineering Division (Wydział Inżynierii Miejskie) – Traffic Management Department (Dział Zarządzania Ruchem) issues II, III and VII-category permits in line with its competences.

1.     Application for a II-category passage permit for a non-standard vehicle for 12 months - file to download in .doc format

2.     Application for a III/IV/VI-category passage permit for a non-standard vehicle for 1 month/6months/12 months/24 months - file to download in .doc format

3.     Application for a VII-category passage permit for single passage/multiple passage of a non-standard vehicle - file to download in .doc format

 

The application shall be accompanied with proof of payment for the permit issue. If no permit is issued, the payment is reimbursed.

Fees:

Maximum fees for the issue of passage permits for non-standard vehicles are set as follows, in category:

1)    II – PLN 120

2)    III – PLN 2400

3)    Category VII for single passage:

a)    of a vehicle whose dimensions exceed the values set for category III and whose axle load and weight do not exceed values authorised – PLN 600 and

b)     in other cases - PLN 2,000. 

You must pay the fee before filing your application and attach proof of payment for the passage of the non-standard vehicle to the following bank account: Gmina Wrocław BZWBK SA 79 1090 2398 0000 0006 0800 3278 only until 24 October.

As of 24 October 2012, the bank account numbers shall change – fees are to be paid to the bank account of the Wroclaw Community (Gmina Wrocław) at PKO BP, no. 68 1020 5226 0000 6302 0417 4751.
 

Dates and handling procedure:

II and III-category permits are issued within 3 working days from the filing of the application.

VII-category permits are issued within 7 working days from the filing of the application.

Appeal procedure:

A party may appeal against the decision to the Local Government Appeal Courts in Wroclaw (Samorządowe Kolegium Odwoławcze we Wrocławiu) within 14 days from the delivery of the decision. An appeal is lodged through the agency of the Wroclaw Municipal Office (Urząd Miejski Wrocławia).

b) with axle loads exceeding values set for roads with a permissible load of a single driving axle up to 11.5 t;

II-category permits are issued for the passage of a non-standard slow-speed vehicle, farm tractor or a road train consisting of a slow-speed vehicle or farm tractor and a special trailer. The registered office of the applicant or beginning point of the passage of the vehicle is located within the administrative boundaries of Wroclaw. The permit is issued for 12 months.

III-category permits issued for the passage of a non-standard vehicle with standard axle loads and with a length, width and height exceeding permissible standards are given in the table above. The registered office of the applicant or beginning point of the passage of the vehicle is located within the administrative boundaries of Wroclaw. Permits are issued for the period of 1 month, 6 months, 12 months or 24 months.

VII-category permits are issued for the passage of a non-standard vehicle once or many times on roads in the indicated period of time and along a route indicated in the permit. The passage route of the non-standard vehicle runs within the administrative borders of Wroclaw. Permits may be issued on the condition that the load is indivisible and that the relevant road authority expresses their consent.

Vehicles may travel along public roads observing restrictions due to applicable road signs/marks.

The entity applying for the relevant permit and the person who drives the vehicle on behalf of the aforementioned entity are liable for damage resulting from the passage of non-standard vehicles.
