As you may remember, this is the reason why the tender has been suspended until the 21st of November – the valid date of opening of bids. The Mayor of Wroclaw Rafał Dutkiewicz is satisfied: ‘I’m particularly happy that works can be continued,’ he said, commenting on the decision shortly after it had been issued.
You may also remember that the environmental decision was appealed against by the Wspólnota Jerzmanowo Association, which had already protested against it in the past. Eventually, it was issued at second instance by the General Directorate for Environment Protection. As the Association was not satisfied with this, it decided to submit an appeal to a court.
This suspended the construction of the ring road of the Leśnica housing estate from Średzka street to Graniczna street in Wroclaw, because the tender for construction works was postponed until November pending court decision. We must also remember that the protesters are entitled to file the last resort appeal to the Supreme Administrative Court.
Nevertheless, the Wrocławskie Inwestycje company has already announced that it will continue the tender procedure. The previously presented schedule assumed that construction works would begin at the end of 2014 or at the beginning of 2015. It will take around 30 months to perform a contract worth around 200 million PLN. Moreover, we already know that the scope of the project may be larger than its name indicates. ‘The main task is the construction of a new road between Średzka and Graniczna streets, but the connection to Kosmonautów street is also planned as a supplementary task in the tender,’ says Paweł Rychel, President of Wrocławskie Inwestycje.
Facts about Leśnica ring road
1. The road will be built in the western part of the city, where the transport network is very poor in relation to the area concerned.
2. However, it has the benefit of providing connection to important routes that have recently been built. We should also note that further connections are being planned in this area as a continuation of the Leśnica ring road project.
3. In respect of its parametres, the road is not different from other streets in Wroclaw. Contrary to some claims, it certainly does not resemble a motorway. Looking for similarities, we could compare it to Królewiecka street.
4. Its most important tasks are to give the possibility of bypassing Leśnica and to relieve traffic congestion on Kosmonautów street. However, connection to this street will be built at the next stage of this investment, because Kosmonautów will obviously continue to be available for traffic. At first, drivers should become accustomed to the fact that the ring road will lead them to Graniczna street and to the Wroclaw motorway ring road.ram
